Still, broadband access is far from universal.&nbsp;<\/p>\n\n\n\n<p>The term broadband itself refers\u202fto various high-capacity technologies that transmit data, voice, and video across long distances and at high speeds. While research in this area is incomplete at best, the correlation between increasing broadband access and improved health outcomes is significant.&nbsp;<\/p>\n\n\n\n<p>Given the overlap with other social determinants of health (such as education and employment), broadband access is now considered a \u201csuper-determinant\u201d of health \u2014 in other words, a key environmental factor capable of determining the overall health of any given community.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-fuchsia-900-color has-text-color has-link-color wp-elements-e9eada08487ecc8697aa6b295e389e29\">KEY CHALLENGES<\/h3>\n\n\n\n<h6 class=\"wp-block-heading has-orange-600-color has-text-color has-link-color wp-elements-b830c160b951addce171953d6e07a4e6\"><em>RURALITY<\/em><\/h6>\n\n\n\n<p>In rural communities, the digital divide remains vast \u2014 as evidenced by the 19 million Americans lacking access to reliable broadband service (or high-speed internet)&nbsp; according to the FCC. In the absence of this critical infrastructure, the broadband health gap (defined as the time and distance between doctors and patients) is widening as well. Outcomes clearly show the least connected communities exhibiting the highest rates of chronic disease, with obesity and diabetes prevalence \u2014 a whopping 25% and 41% higher respectively \u2014 leading the way.&nbsp;<\/p>\n\n\n\n<p>While the advent of telehealth has been shown to reduce health disparities, especially in rural regions with fewer healthcare providers and lack of public transportation to access them, the platform is dependent upon broadband access \u2014 leaving this much-needed resource, namely as a means of addressing gaps in mental health and substance use treatment, largely untapped.&nbsp;<\/p>\n\n\n\n<h6 class=\"wp-block-heading has-orange-600-color has-text-color has-link-color wp-elements-b8584f77dc6cf95c56d3cf3a9bc63547\"><em>Marginalized Communities<\/em><\/h6>\n\n\n\n<p>Disparities in broadband access continue to persist among certain demographic groups \u2014 including racial and ethnic minorities; those individuals residing on Tribal lands; older adults; and those with lower levels of education and income \u2014 all of whom are less likely to have broadband at home. A report by the National Telecommunications and Information Administration (NTIA) revealed that, in 2021, rates of wired, high-speed internet use were lower in \u201chouseholds where the main renter or owner was 65 years or older, had a disability, or was a Hispanic, African American, American Indian, or Alaska Native.\u201d Furthermore, over 8 in 10 households earning above $100,000 used high-speed internet service at home during the same period when compared with just 5 in 10 households earning income below $25,000. Complicating the issue is the fact that while socioeconomic factors including education and employment have been shown to play an important role in health outcomes, lack of broadband among marginalized populations severely limits access to these opportunities.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-fuchsia-900-color has-text-color has-link-color wp-elements-03be6c96bc9ac1531ddc0938c645c627\">PROMISING IDEAS<\/h3>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<p>Efforts to deepen the understanding between broadband access and health outcomes are thriving. In the eight years since the mere concept of broadband connectivity as a social determinant of health was first introduced, it has grown to be recognized as a super determinant of health.&nbsp;<\/p>\n\n\n\n<h6 class=\"wp-block-heading has-orange-600-color has-text-color has-link-color wp-elements-632bed7de0872be401ea96a126cec7a0\"><em>promoting digital equity<\/em><\/h6>\n\n\n\n<p>Efforts to address the gap \u2014 by funding broadband and expanding telehealth availability \u2014 remain on the rise across the country. Individual households can apply to take part in the FCC\u2019s <a href=\"https:\/\/www.fcc.gov\/acp\" target=\"_blank\" rel=\"noreferrer noopener\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-indigo-600-color\">Affordable Connectivity Program<\/mark><\/a> which provides eligible households a $30 monthly discount toward the cost of internet services. The <a href=\"https:\/\/broadbandmap.fcc.gov\/home\" target=\"_blank\" rel=\"noreferrer noopener\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-indigo-600-color\">National Broadband Map<\/mark><\/a>, which allows individuals to add, correct or file address-specific\u00a0information\/challenges\u00a0directly with the FCC, generates the data necessary to deliver broadband to underserved communities.\u00a0<\/p>\n\n\n\n<h6 class=\"wp-block-heading has-orange-600-color has-text-color has-link-color wp-elements-a42227f5e449692162e84447d593d8f2\"><em>ongoing research<\/em><\/h6>\n\n\n\n<p>Integral to their Advancing Broadband Connectivity as a Social Determinant of Health Initiative, the Connect2Health FCC Task Force created the <a href=\"https:\/\/www.fcc.gov\/health\/maps\" target=\"_blank\" rel=\"noreferrer noopener\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-indigo-600-color\">Mapping Broadband Health in America<\/mark><\/a> \u2014 a platform aimed at enabling users to visualize the intersection of broadband and health data at national, state, and county levels. As many as 250 customers may share a single cable line that was never designed to handle pandemic level activity.<\/em><\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-vertically-aligned-top is-layout-flow wp-block-column-is-layout-flow\">\n<p>In the absence of County-wide government, the Goshen-based <a href=\"https:\/\/northwesthillscog.org\/\" target=\"_blank\" rel=\"noreferrer noopener\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-indigo-600-color\">Northwest Hills Council of Governments<\/mark><\/a> serves as Northwest Connecticut\u2019s regional planning organization \u2014 one tasked with meeting the growing needs of\u00a021 rural communities stretching from Salisbury in the very northwest corner to Roxbury at the southernmost border.\u00a0<\/p>\n\n\n\n<p>Since 2014, the organization has been providing a forum for local officials to discuss issues of inter-municipal concern \u2014 such as the need for updated broadband access.<\/p>\n\n\n\n<p>\u201cBroadband is critical to the health of our communities, and the entire region, which COVID really pointed out,\u201d said Emily Hultquist, assistant director at NHCOG, in a nod to everything from education and employment to healthcare becoming increasingly virtual in the past three years.&nbsp;&nbsp;<\/p>\n\n\n\n<p>As such, <em>Addressing Broadband Needs in Northwest Connecticut<\/em> was created in 2020 (on behalf of NHCOG and <a href=\"http:\/\/northwest-connect.org\/\" target=\"_blank\" rel=\"noreferrer noopener\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-indigo-600-color\">Northwest ConneCT<\/mark><\/a>) as a regional resource, one that deems up-to-date broadband a critical infrastructure as essential as roads and sewers.\u00a0\u00a0<\/p>\n\n\n\n<p>\u201cWhen there is no way to consistently and easily access [those services], it creates a huge health gap, especially in our rural, aging region,\u201d Hultquist said in a nod to pockets so sparsely populated they remain without broadband service.<\/p>\n\n\n\n<p>Ironically, lack of widespread broadband is an issue that connects all residents of the region \u2014 one that, if not imminently addressed, stands to thwart the future of the region and those who live here.&nbsp;&nbsp;<\/p>\n\n\n\n<p>As to the bottom line? \u201cWe want to get that last mile covered,\u201d said Hultquist, as \u201cthe health of the region is going to be dependent upon having consistent and excellent access to being online.\u201d&nbsp;<\/p>\n<\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading has-fuchsia-900-color has-text-color has-link-color wp-elements-c99c4286f83583576f92670635bdd45c\">COMING UP<\/h3>\n\n\n\n<p>In our next installment we\u2019ll examine the role of nutrition security \u2014\u202fdefined as consistent access, availability, and affordability of foods and beverages that not only promote well-being but also prevent disease \u2014 in creating healthy communities,&nbsp; particularly among racial\/ethnic minority, lower income, and rural populations.&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In rural communities, the digital divide remains vast \u2014 as evidenced by the 19 million Americans lacking access to reliable broadband service (or high-speed internet)  according to the FCC.
